HFS HISTORY

HCHC is an organization created in October 12, 2002, went public in October 2003, in response to some
crucial legal, social, and economic struggles in the Haitian community. Living in the Haitian Community
for more than sixteen years, the founder Emmanuel Polection had a clear understanding of the Haitian
community’s cultural, social, legal, and economic needs.
As a result of experience built in the community and the completion of a master’s degree in the
administration of human services, Mr. Polection becomes knowledgeable enough in the area of human
services to join other professionals in the community to have a place where Haitians can get professional
assistance with their issues. Fortunately, professionals who are members of this organization have a long
and positive outstanding history of accomplishment in Pennsylvania, particularly in Philadelphia.
